2 questions about services here:-
 
1) When service, which waist muscle should be used for a right hander?
 
2) When serving side spin, player tend to serve nearer to the edge of table but still manage to serve short. However, when serving bottom spin, player need to serve slightly nearer to the net to be able to serve short. Why?

1) Waist muscles? You don't need to worry about torso rotation on a serve, for the most part. It's all in your wrist/forearm.

2) If you picture the curve of the ball through the air, you'll understand why the first bounce location changes for sidespin vs backspin. A backspin ball slows in the air, so as it leaves the table it can have a low angle, but as it lands, it is often nearly vertical. Because of this angle change, the bounce is usually away from the net. It is possible to hit a "ghost" serve, where the bounce is a little higher and closer to the net, but in this case you're hitting the ball upward and out instead of down into the table.

A sidespin serve bounces with a normal parabola on the y-axis, but it may curve left or right in the air. Thus the ball can bounce a little closer to the net compared to a backspin serve, and then the curve to the side makes the serve look even shorter.

1) If you're talking about the pendulum serve you're twisting counter-clockwise if looking down from the top.  I guess the left side oblique.  But most people train by doing various sit ups or reverse sit ups.  You can even get those resistance bands and train twisting while standing.  But most people will train both sides.
 
2) depends on the type of stroke used to generate the spin.  If there is a lot of forward momentum then the serve will hit close to the servers edge, so it will bounce low going over the net and still hit the table.  If there is very little forward momentum then the ball will land closer to the net prior to bouncing over.
